Before becoming a patrol officer, Garnica spent three and a half years working in corrections at the Whiteside County Sheriff’s Office. That experience provided a strong foundation as he transitioned into patrol work with the Rock Falls Police Department. While he acknowledged the support and mentorship of his coworkers and department leadership, he admitted that receiving the Officer of the Year award so early in his career came as a complete surprise.
The recognition highlighted more than arrests or statistics. Garnica explained that the award considered several aspects of police work, including professionalism, community engagement, and report writing. Ironically, report writing was never a personal strength during his school years, making the acknowledgment even more meaningful. Today, he understands how thorough and accurate reports contribute to the justice process and improve efficiency for officers, prosecutors, and the courts.
Although he learned about the award a few weeks before the official presentation, the honor remains one of the proudest moments of his young career. It was also a meaningful milestone for his family, particularly his mother, who has supported him throughout his journey and watched him pursue a dream he has held since childhood.
When discussing what he enjoys most about law enforcement, Garnica pointed to the opportunities the job provides to connect with people and spend time in the community. Rather than viewing policing solely through the lens of emergency calls and enforcement, he appreciates the chance to interact with residents during community events, festivals, and everyday encounters.
Rock Falls and Sterling host numerous events throughout the year, and Garnica embraces opportunities to step out of his patrol vehicle and engage with residents. Whether attending festivals, talking with families, or simply greeting community members, he believes those interactions help build trust and strengthen relationships between law enforcement and the public.
One of the most rewarding aspects of the job, he explained, is meeting people from all walks of life. Through conversations with residents, visitors, and business owners, he has gained insight into the diverse stories and experiences that make up the Sauk Valley community. Those interactions have reinforced his belief that everyone has a unique journey and that understanding those perspectives is an important part of serving the public.
As Garnica continues his career with the Rock Falls Police Department, the Officer of the Year award serves as an early testament to his work ethic and commitment to the profession. For a young officer still in the early stages of his career, the recognition reflects both his accomplishments to date and the promise of what lies ahead.
With a passion for community engagement, a strong foundation in law enforcement, and a genuine appreciation for the people he serves, Garnica is helping shape the future of policing in Rock Falls—one conversation, one interaction, and one day at a time.
