He was born on Dec. 16, 1941, in Rochelle, Illinois, the son of Loren and Mary (Warner) Smith. Steen was an owner-operator truck driver and worked for Cardinal Transportation, Hal Roberts Co., and SMT Transport. He was in the Illinois National Guard for four years.
Steen married Kathleen Full on Aug. 24, 1963, at St. Patrick Catholic Church in Dixon. He was preceded in death by his parents; his sister, Eileen Harden; and his half-brothers, Lewis Smith and Donnie Smith.
Steen is survived by his wife, Kathleen; his children, Ray (Carrie Groom) Smith of Leaf River and Vickie (Mike Kuelling) Smith of Forreston; five grandchildren, Morgan (Caleb) Goodrich, Colin (Molly) Smith, Erin Smith, Cassandra (Jake) Hargreaves, and Kendal (Hope) Kuelling; one step-grandson, Josh (Dylan) Kuelling; four great-grandchildren, Wyatt, Kyson, Ayva, and Lincoln. He is also survived by his sisters, Betty (Bob) Jones of Sublette and Patty (Dave) Ewald of Stillman Valley.
Cremation rites have been accorded. Graveside services with military honors will be held on July 11, 2026, at 11:00 a.m. at Oakwood Cemetery in Dixon. A luncheon will follow at St. Luke Church in Dixon. Arrangements by the Jones Funeral Home, Dixon.
